Why the sweeping measure was passed by Senate
first, two thirds of Senaters will face a reelection this year, but all house members will be reelected. So house congressmen are skittish about this vote and trying to please their constitutents who are against bailout of WS.
second, sweenters have been added to the new deal: tax breaks and FDIC garantee, which is increased to 250k from 100k. This is favorable to smallers banks, who will call their local congressman to push for approval of the vote.
third, leadership bias divided the caucus in House and made them hard to reach a concensus. but this issue does not exist in Senate.
